Shouldn't every day be International drug overdose prevention day?

today is supposed to be International drug overdose prevention day....what do we do on normal days.....*See someone passed out in alley. vomit drooling out of his mouth. skin green. eyes rolled back in head............look for a minute and then continue on, whistling a happy tune*???
