But treat it like cigarettes obviously like not smoking it in public places like the store. I still don’t get why the smell gives me a migraine

Yes. The Coffeeshops. They don't operate legally, but the legal system simply refuses to prosecute people when they own small doses of soft drugs. It's gedoogbeleid. The policy of tolerance.
Edit: I thought you were talking about Netherlands. Coffeeshops are in Netherlands. I don't know about Brussels.
