I'm pretty sure it's actually based on Peter Navarro, an American economist who has been the senior counselor for trade and manufacturing to U.S. president Donald Trump since January 2025.

Of course, Navarro has been caught quoting a fictional character in several of his nonfiction books. The character being Ron Vara (which spells Navarro if you rearrange them).
