There is a phenomenon called confluence of languages. One group of people, speaking a certain language, goes and conquers another group who speak a different language. Like in England, the Roman or the Saxons or Normans overpowering the Celtic or Anglese or some such other combination.
Then the winning side imposes their language in court and property transactions. But common people are confused, they are not familiar with the meanings. So a word from each language is used in a pair so that one gets the idea
Like "calm and quiet" "over and above" "meet and proper" and many such other phrases.
Proper is Anglo-Norman, closer to French propre with Latin root & meet is Celtic.
