The fear of retaliation is a part of what fuels extremism. You think "let's play three steps ahead instead of one step , just in case they do it too".
I think everyone has a degree of extremism. I know I got plenty. Moderation is about filtering out those biases not about their complete lack.
And of course there are rotten apples who are too far gone. And they do take away from any positive progress, and their company accentuates the extremism in everyone else.
How do you identify them? You often can't until they have taken too much and advanced too far, no matter how outspoken they are. This is because the platform of visibility is given to the powerful. You can address their biases and attempt to prevent them from defining the game plan. But you often cannot isolate them. They are already well adjusted. Being extreme in lot of context gives you an advantage over someone who is moderate.
And again, extremism answers to that extremism.
It is a never ending cycle.
