I Need Advice

I met this guy at an event and we hit off, he lives in a different state but moved near. The time where he was away we flirted on social media and face timed a couple times.It came to the conclusion that we have mutual feelings for each other. We saw each other at an event (we are both freshman in college so we saw each briefly on move in day). We talked briefly and went our separate ways. But he doesn't respond some of the time and I'm wondering if he's playing hard to get or if he's playing games or if that's just who he is?

I can't read him like I can other guys
