Is there a "stopcode" shown on the blue screen? It would look like "0x" followed by a combination of 8 digits or letters.

@iamnikki That indicates corruption of the Boot Configuration Data.
Try hitting F8 repeatedly when you turn the machine on and see if you can get to the "Repair Your Computer" screen. Let me know what happens.
