Can a computer be "too new" for an operating system?
I thought about reinstalling windows 98 on some computer to use it offline for some old games.

I agree with Dosbox if it works with the games you want to run. Outside of that, you should be able to find a Windows 98 spec desktop for an inexpensive price. I have a couple of legacy systems that I have for old games, but they have large game files already on the HDD, such that it would be a pain to copy them and then run an emulator.
