Why is the USA behind other countries for high speed trains, health care, and education?

It's become a third world country.

Because the powers that were liked to divert our tax money and use it to build deep underground military sites (DUMS) that serve nefarious purposes. They are extremely expensive to build and operate. We could have had a superior infrastructure if not for that.

@cherokeepatti the missile silos back in the sixties were about a billion bucks each. You can pick up a closed one for about $40k now.
