Do you believe a Luna Colony is more viable in the next 10-20 years than a man on Mars?

We could have a lunar colony with very little new technology, although the development of new hardware will be expensive. Getting a person safely to Mars is much more difficult, and keeping a person alive on Mars is a lot harder, thus much more expensive.
