I work in two Florida counties as a substitute teacher. Part of our certification is to take the HOURS LONG tutorials on bullying, as part of the requirements. A bullied student (Jeffrey Johnston) committed suicide in 2005. As a response, the state wrote this into law. https://www.flsenate.gov/laws/statutes/2010/1006.147
It's also known as the Jeffrey Johnston Stand Up For All Students Act.
That tutorial was actually longer than the one on asbestos.
There was a couple of instances where I saw a couple of bullied students. Rather than try to soothe their feelings or play amateur psychologist, I referred the immediately to the principal. I didn't waste any time.
The schools here take it very seriously. They can't prevent all bullying, but there is now a legal process to stop individual incidents.

Some kids (especially at lower grades) complain about other students being mean to them. This happens all the time. It's kid stuff. But there is a difference between being mean and bullying. We take it very seriously.
