If you pick love, then passion goes along with it. You cannot have true love without passion.
If you pick passion only, and because you're separating the two, I assume you mean sexual passion, then you've already decided that you don't want love. In this case, you're probably not going to be able to experience the upper boundaries of passion, and none of the closeness that comes with love.
If you pick love without passion then it can't be a romantic love, the 2 are intertwined. It can only be a loving friendship or family. Passion without love is OK short term. It quickly tarnishes and becomes boring.

Love without romantic passion happens every single day. I love my granddaughter, friends, and family. For me romantic love without passion in platonic at best, boring as hell at worst.
I'd pick love with no passion. It's been a long time since I've had passion, but the love of friends is still there. That's what counts, for me anyway.
