How do you make friends?

I literally don't do anything wrong. I'm outgoing and everything but how come I don't have any a lot of friends. I have probably 2. And people always make fun of me and are mean to me for no reason. Do any of you know how to make friends?

it depends on how interesting you are to talk to, your personality and if you make the other person feel comfortable. I made a lot of friends in hs but I wasn't close to all of them I was just very talkative.
I don't talk to any of them anymore though just one friend.
