why do older men like younger women instead of older women?
is it because older women are ugly?

Partially, as attractiveness is one sign of health. Men of all age ranges prefer the same aged women. 22 is the ideal. The peak of fertility. After 40, a woman's fertility drastically drops and starts really declining at 35. Naturally, biologically, men are most drawn to fertile, healthy women. Those tend to be young women.
Whereas, women are more motivated by protection, resources, and experience, among other things: i.e. survivable or "comfort" characteristics, which older men typically can provide much more of than younger men. Mens fertility drops drastically after 40, as well, but it doesnt matter so much, because of the infinite amount of sperm and not needing to carry the child.
Humans are just animals. Virtually everything revolves around reproduction. Even males who are consciously not interested in children are still motivated instinctually in their sexual preference: leading to still preferring younger women. Variations on this are a result of mostly environmental programming.
