Why in the hell would we want you to stare at them.. that's creepy af. I'm not naive to the fact that guys look.. but no need to be disrespectful and stare. It's very uncomfortable when someone does that.

Well, there's noticing, looking, starring, gawking and transfixed. In think they want you to notice and don't mind you looking. Starring is probably going to cross you over the uncomfortable line.

Not into tits and cleavage much myself so there are guesses based on ass ogling rules I've set for myself via trial and error.
