Well, there's noticing, looking, starring, gawking and transfixed. In think they want you to notice and don't mind you looking. Starring is probably going to cross you over the uncomfortable line.

Not into tits and cleavage much myself so there are guesses based on ass ogling rules I've set for myself via trial and error.
