Making friends is something that should happen spontaneously. You can't force it. It's like starting a conversation with someone, and when you both feel a 'click' that you both seem to have a lot in common and you both feel comfortable being with each other's company, then friendship could bloom out of it.
I know from my own experiences the only friendships that work are the ones in which you both share the same interests but also share the same point of views about many subjects. Like being on the same 'wave length'. Therefor, ways to find friends is good for when you join a club doing something you enjoy doing, so you can start off with talking about that hobby or sport with the other members of that club. You'll feel inside of you if a conversation with someone else can turn into a friendship or if they're only kind out of plain politeness.
But to have real friends for a long time is a rarity these days though. When I was your age I had many more friends than I do now 17 years later. People start to get their own life, work, relationships, children, daily stresses,...
You're still young so enjoy the friendships you can have now. Cherish them. Friends will come and go. ;)
