...when is a good time to ask if they are a serial killer? I feel like either way, they're gonna say no. If they aren't, they're gonna think you're crazy and paranoid, of they are, they're gonna think you're on to them. It's a lose-lose situation. Maybe it's better to ask some hypothetical questions "If you could be any serial killer, who would you be and why?" type of thing

Considering that 0.000006% of the people on the planet are serial killers, the chance of me actually meeting one is pretty slim. Sociopaths make up about 4% of the population and half of them are dangerous. I would be more likely to want to know if they were taking antipsychotic meds than if they were serial killers.
