Is it normal to feel no lust towards a buxom woman if she wears baggy clothes, yet feel instant lust if she wears lacey lingerie, high heels and 💄?

This is actually how my bf is when I wear dresses or sundresses he is all over me but when I wear pants or tighter fitting shirts or even shorts and t shirts he isn’t really feeling it. When I wear dresses his hands are all over me and he would even try to take me in public if he could.
