Depends on what culture you're in and what agreement you have with your s.o.
In some places, like Italy, flirting is considered nothing but polite.
If flirting upsets your partner, it would probably help to have a conversation with her about what it signifies for you. And also let other women know that you're not actually coming on to them.

@Curiousguy833 My parents lived in Italy for six months when I was a baby. They both learned to speak the language, and spent a lot of time mixing with the locals.
Plus we've had lots of Italian immigrants here since around 1949.
I've travelled there and enjoyed the culture - art, music, architecture, archeology, food, hospitality - and the landscapes.
Italians do flirt in a friendly, natural way - nothing invasive. It's as if they feel that just chatting with the opposite gender is an intrinsic pleasure.
