What is a great Valentine's Day gift that's under $20?

Depends if it's for a guy or girl?I think a nice card is nice and than something useful to them.Like if they need a notebook for school etc get a cute one or one with a design or picture they'd like for example.

@SW-User If it was a guy a nice card like I said and maybe chocolates if they like them like there fav brand or maybe a nice shirt or cologne a scent they like.Good luck! :D let us know what you bought him or them ;) lol
