Many people try to justify their actions when they know they are wrong. Leaving an unhappy, unsustaining relationship is the best action. Vows are supposed to have meaning. What is the situation you are referring to, may I ask?
I have heard of people who have terminal spouses or comatose spouses who consider cheating. Some people with jailed spouses do. Some who have spouses who are impotent or not interested in sex ie sexless relationships might. I suppose people will do what they want.
