Friendship after a break up ?

What does it mean when he says he wants to be friends after a break up ? He says he likes me a lot still and is not 100% sure he doesn't love me. But it feels like it is over and he didn't change his mind about breaking up.

@cagedinside: It's fine whenever I see one of them, we get on brilliantly.
It has to be said though that I very rarely see any of them, so that's likely a factor.
