The person who cares less has the power in the relationship. True or false? Why?

It isn't about games. In every relationship one will care less and one will care more. Even relationships are extremely rare and I've never seen one. Goal is to work through the inequality with balance. Not taking advantage of the ability to play said games. Respecting the person you're with because you want them. Not everyone who holds control is out to get you or mess with your head.
