Is Joe Biden a creep or is hugging strangers a good thing?

In a mutually agreed setting hugging and kissing strangers if perfectly fine. We do it every week in church. However when it is not expect not agreed up on or not welcomed it dead wrong. Biden has a problem with his touchy feely persona.
