On a girl or woman saying that to a guy ? No reason she shouldn’t, as long as she’s ready to hear if it’s not mutual. The privilege of asking comes with the price of potentially being shot down.

@monimathu That is still wrong. You have no unassailable “rights” where another is concerned. They can accept or reject you as they choose.

Being rejected is a part of life. I would just be telling the guy how I feel. If he doesn’t feel the same way, then that’s fine. At least I know and I can move on. It may hurt, but I’ll be alright.
In fact, I would rather him be happy with someone else than unhappy with me. I just want him to be happy, regardless of where things end up between us. I care about him that much. @monimathu
