@yeronlyman: I don't think what she means by cheap is that it's different from a frugal person. Frugal people aren't wasteful and don't buys things when there not needed or they wait for a sale. Cheap I think more like the other person is always I don't know cheating other people out of money because they don't want to use there own, like they duck out on bills when your out and never pay anything. I guess there can be other examples of cheap
