Did he ignore me?

I'm not sure if I was being ignored. I called him and rang the normal 10 times. I rang a second time and it rang 3 times then it went to voicemail? Does that mean you're purposely being ignored or could the phone be set like that after no answer the first time and it will directly go to voicemail the second time? Just trying to figure if I've been ghosted and ignored. Would be nice to have the decency to tell me at least if that's the case.
