Do I send the risky text?
He was a very good friend I met on december 2016 but I was beyond rude to him. I kinda want to know how he's doing and also I want to apologize but I'm scared.

Yes! Absolutely apologize. The worst that can happen is he won't accept your apology... and you'll be no worse off than you are now... but you will have done the right thing. And if he does accept it, perhaps the friendship can be restored... and that's a beautiful thing. ☺ Best wishes in whatever you decide.
