How do you distribute financial responsibility in a marriage?

Assuming 1 partner makes 3 times more money than the other, what is the fair distribution of expenses?

My understanding of marriage is that all expenses would be joint and you would discuss major expenditures. One partner shouldn't be at a lower level of participation based on financial earning.
