That's a very basic need and a fundamental one. A satisfying relationship can be had without sex, but only if both partners are OK with it, which, obviously, you are not.
If he was that close to perfect, he should be responsive to your needs. If you communicated to him clearly what you need and desire and he still doesn't make the effort - buh bye.
