What is the right definition of perverted?

Someone starring can quite frankly be easily labelled a pervert whereas someone sending explicit messages or content can be deemed upfront and bold. Where to draw the line exactly?

The consent of the person to whom it’s directed. Unwelcome, insistent sexual attention can be considered perverted and even predatory if the object has already made her (or his) objections known.
