If a woman flashes someone more than likely she will not be charged with indecent exposure, but rather encouraged. My question is why is it different for me? (Trust me I have no desire to see a guy flash himself, but to me it is sexist. I really do enjoy it when a woman flashes.)

@Sanderilla I think all women's breasts are beautiful. Being a nudist, just because I see a woman topless to me it's not lewd and to me its not sexual. Bottom line, women's breasts are do not be covered in public any place a man can go without shirt.
