Yes. He should directly tell her about his feelings and arrange to catch up with her participation and consent.
However, if she is the only girl he has ever bonded with then it doesn't bode well for the future of the relationship. One he could idealise her then be disappointed with reality. Two he would be choosing her from a position of believing he lacks options. We all should have options. Believing he doesn't - or his inability to get on with a range of girls - means he could be unhealthily dependent on - and fixated on her
