To me, sexiness is about a lot more than looks. A woman' sex appeal has a lot to do with how she talks, how she carries herself, what kind of energy she gives off. And, even when considering looks, different photos of these same two women might strike me completely differently.
Having said all that, I will vote for number two, based on admittedly incomplete information. I like the expression on her face.
