If someone asks another out and doesn’t specify it can be taken either way. I guess you’ll know by how each outing ends.
Dating is usually when you like somebody and want to see if it can become more, so there will be progression. Hanging out, you’re going to treat each other more like friends.
If you aren’t sure if you’re a couple or not, then you probably need to talk about it. Basically, you decide that together.
