Ive been talking to this guy i use to know. we never dated but we were good friends until he moved. recently hes moved back and got in touch with me. I wanted to let him know i have missed him but the other day i seen a picture of him with some girl. I dont want to jump to conclusiont to be played is it okay to tell him i miss him hes never mentioned a gf and he got in touch with me and hes not shy to call me baby or hun

Depends on the context in which you saw the picture and how cosy they looked in the picture. Tell him what you want, and see where he decides the chips fall. If he wants to get with you, you can always ask him about the picture and the girl in it. If she is/was a girlfriend, then you have to decide whether you want to replace her, be his side piece, step aside, or quiz him about how quickly he might dump you for someone else in the future.
