before copulation or after ? Think the best way to resolve is them obtaining a certificate "Ready for Parenting" valid for a year and renewed. Either one cannot force the other and the one who is registered, has to parent. There is no opting out once they are registered "to be parents".

@Phire1 Rather being assumed, a procedure can be introduced where they register to parent and then copulate, which otherwise be considered as a casual act. With Internet, this can be a simple process.

anyway the idea here it to make them exercise some caution before they jump into the act .. rather than bringing down the world, after ..
