He may just be nervous and shy. How is he, in person, at dinner? Can he hold a conversation there? How did he get you to go out with him in the first place?
@LuciferMorningstar We work on the same project, so he happened to catch me when I was on my way to pick up a sandwich and since his lunch break was over, he offered to walk me to the deli and said that he would like to buy me lunch the next day. When we had lunch it was basically talking about where we're from and our families so that conversation was easy enough. The next time we met we talked about the type of foods that we like, where we like to eat and our plans for the holidays so that conversation wasn't bad either. On the phone, he's just not chatty.

Im not chatty on the phone either especially if I met you online (not your situation). Once I get comfortable I'm fine. You just have to find out what he's passionate about and then he won't shut up. The downside is it maybe something you have no interest in.

Guys are notoriously bad at just chatting.
We don't even do that with our mates !
And it's women's need for it, especially when you can't see your other half, that drives you nuts.
