Always initiating gets old and makes it seem like the partner who doesn't initiate is only performing a duty...which is not a turn on at all. There has to be mutual interest...and mutual participation.
That doesn't mean that both partners will always be in the mood at the same time, but having someone want you should trigger the mood.
There is not much point in initiating something that is going to be rebuffed or only given begrudginly or because they feel they have to.
