My boyfriend has been saying he is wanting to get married, but we still aren’t engaged we have been together for 3 years. Do you think he isn’t ready or maybe just unsure? I feel like by now he knows what he wants so maybe he doesn’t want to marry me.

Do you want to marry him? If so, tell him that he needs to ask you, properly. If he can't do that or he's not sure, after 3 years, if it's not hell yes then it's hell no.
