The best apology would to be stop neglecting. No words can fix that. You can express a willingness to be a different person, to try, to want to be different but without action its just a bunch of bullshit. Words mean noting without action.

Change your actions first. Then choose your words carefully once she sees it.

I think the most important thing for me to hear would be acknowledgement and plans for immediate change, followed by change. If someone apologizes but then it stays the same, it would seem to me that they just don’t care.
@itsok Since I graduated I do focus on both keeping my intermediate job until finding a proper one, on the other hand I do focus on preparing for that following job whenever I get home from recent work.
Anyway I don't dare interfering in her ongoing love life. She went with a jerk who she doesn't even want to move in to. She trusted me with so much about her life and has future plans which that jerk obviously can't help with. I could wait for her to leave him again, but until then I'd need to stay around and wait for her. Like she had to for the past 4 years..

Actions, that’s how you apologize
@Jeephikelove even if she's in a "relationship" with a jerk?

Change and fix it or lose it.
