Trying to make a sci-fi story

Any ideas can help develop my main story?
It's a about device that makes time rifts and teleportation for a specific area, it's been distributed to certain people to use for a certain cause, a war is coming perhaps!
So what do you think guys?

Think of a theme to tie it all together because that'll give you an idea of what the ending should be and what to build towards. It'll also mean that everything happens for a reason, to serve the theme, rather than it just seems cool at the time.

@TyphoidJerry: your absolutely right, thanks for noting that, i do try to make it cool, sometimes i feel like it's a sci fi drama, i get lost, and the ending yeah, it's a pain in the ass, everyone is looking forward for an epic ending.
