Can anyone give me advice for writing a storyline?

I want a great story line that has more meaning than what’s on the surface. I only have one character that I’m working on though. He’s been with me since middle school. Character development is just as difficult for me too.
Anyway...anyone got any tips?

Start out with an outline of major events. Defining moments in the storyline. Between those events, add a causes and foreshadowing for upcoming events and consequences for previous events. Then you repeat the process for those new elements until you can picture the flow from one moment to the next. Then start narrating your picture.
