I don't believe people are literally plotting this behind closed doors, but it's certainly what they want, deep down - and it's the only reason anybody would want absolute power. The only other reason you would want absolute power is to give it back to the people (which isn't what anybody in government is intending to do at all - at least not from what I can see).
They're smarter than your average person, which is all that's really needed in order to pull something like this off. They're smart, but their arrogance also makes them stupid as well. It forces mistakes. In the end it brings down all empires.

Great, and I get you put length in words towards this *an undervalued aspect in modern twitting society* but this confusing. I'm not so cynical to see this as a "plan" even if in someway I can see it creates a politicians wet dream in dystopia. Let me just say they aren't that smart, come back to the world, avoid the rabbit hole, and most people are just trying to get by.
