oh yes they can,, put them in the pocket of your victim,, and set fire to the pants..
OR..
make them swallow like 100 of them
OR
place one under the seat of the car and wire a hot charge to the bottom
of it.
OR bury a tiny one .22 or 17mm inside a cigaret they are going to smoke.
