It's nice out and I want to go outside but I have a creeper neighbor that stares at me all the time and he is out there. I need someone to start a fire or create a diversion so I can go out.

Go talk to him keep your distance and politely ask him what is it that interests him so much....listen....he will probably tell you that you are beautiful....say thank you and move on...I bet he won’t be staring at you so much.
