Pretty much, it's like blocking for people that never comment on your stuff or message you. You just never see what posts they make.

I just block, I feel it’s disrespectful to the blockee if I semi block. I suspect some use it so they can spy on people that otherwise they would block

As long as they aren't being over the top I just mute. Blocking is saved for certain ones.
