You could try to calm his mood and support him.

Depends on who's having the mood swings lol

My kids: we talk once they're calm, I allow them to express their mood (in a respectful manner) and I validate their feelings give them space and then once they're calm explain why they can't always have their way.

My mom: I ignore her

My brother: I ignore him

My husband: hehehe well I can't really post it here it's no very appropriate. But I do validate his feeling and I listen to his frustration, I suggest he hop in the shower to relax, and shower him with "attention"
leave them alone...and don't take it personal
Most of the time you'll have to wait out the storms. The storm will pass. Then springtime will come and the sun will shine.

Do you know what brings on these mood swings?

It is very difficult. Best to try and avoid conflict and withdraw until the calmer moods come back.
