I don't ask many questions since I'm great at figuring things out, but I'm wondering: if someone was married, got divorced or widowed, and wants a new

relationship, are they still considered married if their former spouse has died?

No. A death ends the marriage. The one left living may want to remain "Married" but they are not since they are widowed.
