Would the world be better or worse if superheroes existed?

I think the Government would kidnap the super hero to experiment on them and try to take that power for themselves.
But if that didn't happen (or if they did but more superheroes kept appearing) and superheroes became the norm, it would probably end up being something that was legitimately good and only still seems that way on the surface.
